Steward 2026-10-07 — first run (interactive, with the owner present): 6 PRs merged, 3 closed, 1 held; the delegation itself lands with this PR

Window: the delegation's first evening. Run interactively under the owner's instruction of 2026-10-07 (quoted in ops/STEWARD.md), before the scheduled routine (trig_01TWukhL8Nq1dkQUjm5t1ith, weekdays 23:00Z) existed. Read: all 12 open PRs (each reviewed by an independent session that rebased it and ran the tests), the public repo state, the tbx-win cutover gates (check-only), and — read-only — the owner's inbox, to inventory what was reaching him. NOT-READ: nothing skipped.

Did

  • merged #168 — the digest's dark-routine exception read the wrong key and could never fire.
  • merged #171 — reconcile read the broker→local membership set through a date window; tonight's after-close meanrev batch (62 orders, accepted for the next open) would have produced a false drift red around 2026-10-22.
  • merged #177 — the digest's VRP gate clock (62 days) disagreed with the gate itself (51). Comment-only change to config/vrp.yaml; keystones verified.
  • merged #224 — the digest now waits for in-flight sleeve runs before judging NO RUN (tonight's "meanrev NO RUN" was false). The independent review reproduced one case it still misses — dirty tracked data/macro files abort the pull on a day momentum's backup leg trades — and the one-line fix is posted on the PR.
  • merged #191, #193 — records stranded by the September Actions outage.
  • closed #174 — after the tbx-win cutover its only input is GitHub's backup leg, so it would report LATE every day for every sleeve (replayed on 10-01→10-07: 15 of 15).
  • closed #187 — its central claim (outbox branches are orphans that cannot be merged forward) was a shallow-clone artifact.
  • closed #190 — superseded by #218, which carried all its annotations.
  • held #176 — right fix, wrong label today (it calls an open cohort "complete"); the per-cohort fix is written on the PR.
  • opened #225 — the VRP gate smoke test asserted NOT PASSED against live state inside the pre-trade gate; the first day the gate passes it would have fail-closed every sleeve. Moved to the observability tier, verdict-agnostic.
  • steward routine settled with the owner watching: the five connectors the API attached at creation removed in the UI; ultrathink dropped (standard effort); model set to Opus 5.5 — all verified by reading the stored config back.
  • healthchecks.io silenced: the Thales project's only email integration removed and the account's monthly email report turned off; the 10 checks stay (still pinged, so nothing goes red) as a passive dashboard. The other project there (one non-Thales check, no integrations) was left untouched.
  • folded into this PR: #189's missing 2026-09-28 audit-log row, and #197's four procedure edits (3 and 4 as written; 1 and 2 rewritten for the steward and for squash-merges).

NEEDS-OWNER

NEEDS-OWNER: merge #225 — the steward cannot merge what its own session wrote. NEEDS-OWNER: decide which VRP pessimistic-twin total counts for the v1 reading (raw ledger sum vs annotated rows excluded) as a dated append before the gate matures (~2027-01); the two differ by ~$48, enough to flip the sign (#176).

Carried forward

  • tbx-win's first live session (Thu 10-08): the scripted cutover runs at 18:00 PT tonight (all gates held at 15:25). Verify each sleeve's 10-08 state commit carries the Runner: tbx-win trailer and lands before ~15:30Z.
  • Close #189 and #197 as carried into this PR, once it is merged.
  • #224's follow-up fix (restore tracked data/macro before the pull) — daily-audit lane; review and merge when it arrives.
  • #176's per-cohort fix — review when revised.
  • CQA-3 (skew capture days taken after the close pass every gate) — the owner was told on 10-07 that this needed a decision; recommendation for the first scheduled run: approve it (P3 moat, a concrete done-when, no owner-only content).
  • The tbx-win dispatch replaces the Mac's, which missed the 10-07 midday slot: the skew capture's in-session timing should improve from 10-08; watch it.
