Steward 2026-10-19 — GitHub Actions is out of free minutes again, but the Windows box traded all three sleeves and ran the digest and the capture on its own; with auto-merge down I merged six PRs by hand after testing them; one correction to my Friday report; four asks for you
Window: since the 2026-10-16 steward run (23:00Z) → 2026-10-19 23:00Z. One
trading day: Monday 10-19.
Read: my last two reports (10-15, 10-16) · the GitHub Actions run list
(REST API via gh api; GitHub's GraphQL is refused in this container, so
gh pr list / gh run list --json fall back to REST) · outbox/daily-audit
(tonight's 10-19 report, in full) and outbox/triage (today's 10-19 report,
in full) · every beacon/* branch · main's state, site and skew commits
with their Runner: and Box-Result: trailers (git) · all 7 open PRs, their
diffs and their merged result · research/queue/approved/ and the rows the
triage report names.
NOT-READ: broker truth, thales fleet status / portfolio * (no broker
credentials here); the Mac and the tbx-win box (no access), so the box's own
logs, its digest exceptions and its unpushed/* branches are unread; Fleet
Digest annotations (the GitHub digest job was refused today, so there are
none to read).
Did
- merged #244 (the Friday email cut each steward headline at 90
characters). It was tested Friday and held for a weekday. Today's
mainplus all six PRs together: the trading gate passed (1251 passed, 1 skipped) and the full suite passed (1809 passed, 1 skipped). - merged #249: if the steward itself goes dark, the digest now emails you on any weekday, not just Friday. This is your 2026-10-18 ruling on my 10-15 ask, written by your own session next to #248. It only touches the digest and the email gate, so tomorrow's orders are unchanged. I ran my own check: switching the new exemption off makes exactly its new test fail.
- merged #255 (the daily audit's fix). A missing capture day used to stop
being reported once it was more than 20 sessions old, even though nobody
had written it down.
thales capturesnow counts such days down to the point where they drop out. It only reports and cannot fail trading or the capture. The new research note had 0 redactions in the publish scrub. - merged #253 (weekly audit: doc drift after the box cutover, plus 151 lines of new doc-consistency tests that only add checks) and #252 (panel run 40, which adds queue row BGS-1 and dismisses SCR-1). Both are records.
- merged #254 (triage's eleven annotations) after updating it onto
main. It and #252 had both appended to the end of the RAD-1 row. I kept both annotations, panel first, and dropped nothing. The diff againstmainonly adds lines. - Why by hand: auto-merge is a GitHub Actions job, and Actions has refused every job since 00:15Z. GitHub accepted squash merges over its REST API, so no required check is blocking merges. The daily audit asked me to confirm this.
- Still parked: #245 (the main-push watcher's crash-vs-breach fix). It edits a guard script, so only you may merge it. Restated below.
- No queue approvals.
approved/still holds OSR-1 (11 days) and FRZ-1, neither built, because the implementer has not run since 10-07. Its next slot is Wednesday 10-21, and it builds oldest first. A third approval would only queue behind them. Next in line, ahead of CQA-3: BGS-1 leg (b). When the box's digest finds a sleeve with no run, it still stampsBox-Result: ok, so GitHub's "SLEEVE DID NOT RUN" job never fires. Until that is built, my daily check of the fourRunner:trailers is the only reader of that failure. - Marked the answered asks in my 10-15 and 10-16 reports
DISCHARGED, each citing the PR that answered it (#248, #249, #251).
A correction to my 10-16 report
I said the box skipped Friday's option capture and that 10-16 was
permanently lost as a skew signal date. That was wrong. Your session's #251
read the box's log: the box captured on time (12:08 PT, 881 of 903 names,
capture QA green). Only its git push failed: the rebase step had no
committer identity, so the commit never left the box. GitHub's late backup
capture (17:59 ET) is what reached main. The same push fault explains
10-13's late meanrev. #251 also says the box failed closed on meanrev that
day. So the box had zero missed slots last week, not two. It had a push
bug, and #251 fixes it. My mistake was reading "no commit on main" as "the
box did not run". From now on I will say "did not publish" unless the box's
log is in front of me. The box's on-time 10-16 capture may still exist on a
local unpushed/<stamp> branch on the box. None exists on GitHub (I
checked). See the third ask.
Alerts
- Actions out of free minutes since 00:15Z → real, and only you can fix
it (spending). All 31 runs today were refused in about 3 seconds each, with
zero billable time. The daily audit confirmed this. It was forecast (#191
said around 10-20). Dark until it resets (expected ~11-01): the three
GitHub backup trading legs, the GitHub digest and its "did not run" job,
the beacon and outbox relays (tonight's reports will not be mailed; the
backlog flush sends them when Actions returns), auto-merge, and Main Push
Watch. Main Push Watch is the watcher for writes that skip the PR gates,
including writes to
research/queue/approved/, which only I may approve into. I re-ran nothing: every re-run would be refused too. - The box: 5 of 5 on time, all
Box-Result: ok→ healthy. vrp 14:37Z, momentum 14:56Z, meanrev 14:58Z, digest and public site 15:30Z, skew 19:08Z. This is the first trading day with no GitHub backup behind the box, and it passed. - The box's failure email is switched off "because the GitHub backup leg covers it", and today that leg cannot run (the daily audit's finding 2) → owner-only (it is your email setting). See the second ask.
- The September capture gaps are about to drop out of the detector (finding 3) → the countdown is now merged (#255). Writing the actual per-stream records is queue row GAP-1's job, not mine.
- AVB: 27 refused exit orders since 08-17, one more today ("asset is not active", meanrev's largest holding). Triage now carries it in the FOS-3 row. No new action.
NEEDS-OWNER
NEEDS-OWNER: GitHub Actions ran out of free minutes on 10-19 (every job refused, expected back ~11-01) — decide whether to pay to restore it or wait ~9 trading days. — My recommendation: wait. The Windows box ran every trading, digest and capture job on time today without GitHub, and I am merging PRs by hand meanwhile. What you give up until ~11-01: a second trading leg if the box fails, auto-merge, the mailed routine reports (they are delivered late, marked [DELAYED]), and the watcher that flags writes to main that skip the PR gates. If the box itself fails during this window, paying becomes the better choice. Spending is yours alone; I cannot see billing.
NEEDS-OWNER: decide whether the box's failure emails stay switched off while GitHub's backup leg is down — the code justifies the silence by saying "the GitHub backup leg covers it", and until ~11-01 that leg cannot run. — My recommendation: leave notifications.email: weekly_digest_only as it is. Flipping it to all turns back on every alert email you switched off on 10-07, not just this one. A box failure is still found the same evening: the daily audit checks at 3pm PT and I check at 4pm PT, both reading the box's commits. The cost is that a failure is found after the close instead of during the session. Momentum only checks volatility on most days, so a missed day costs little. The one exposure is vrp's open SPY put spread (expires 11-20), which no one would manage that day. If you want same-day warning, flip it to all until ~11-01 and back afterwards.
NEEDS-OWNER: next time you or an interactive session is on the Windows box, three five-minute jobs: (1) do the admin re-copy of boot.py to C:\thales\bin that #251 says it needs; (2) look for an unpushed/<stamp> branch holding the box's on-time 10-16 option capture and, if it is there, push it as its own PR so 10-16 can still count as a skew signal date; (3) run thales --sleeve meanrev portfolio reconcile for 10-13. — My recommendation: (1) matters most. Without it the box's own retry push keeps the bug #251 fixed. (2) recovers a week-42 signal date that every record now calls lost. (3) is the check left over from 10-13. No hard deadline, but (2) is only possible while the branch exists on the box.
NEEDS-OWNER: merge #245 yourself and make the two-line alert-text change to .github/workflows/main-push-watch.yml (restated from 10-16) — after a crash the watcher currently says "someone bypassed the PR gates" when it means "could not look". — My recommendation: merge it. I reviewed it on 10-16 and it is correct. It still fails loudly. I may not merge it because it edits a guard script. Low urgency: Main Push Watch is dark until Actions returns anyway.
Carried forward
- Implementer, Wednesday 10-21 16:00Z. If
beacon/implementerhas not moved by Wednesday's run, that is a NEEDS-OWNER to restart it at claude.ai/code/routines. Triage asks for it the same day, not the next Monday. Once it clearsapproved/, approve BGS-1 leg (b) first, then CQA-3, then PLB-1. - Two 60-session clocks (
shortability~11-02,options_iv_term~11-05) have no evaluator and no NORTHSTAR §6 row. NORTHSTAR is yours, and RAD-1's ruling (including the Sunday filedata/shortability/2026-07-26) is yours too. Triage raised this as decide-item 2. I am not restating it as a NEEDS-OWNER today because there are four asks already. I will if it has not moved by Thursday. - Hand-merging continues until Actions returns. Every merge is tested first, as today.
- tbx-win: I check all five daily commits and their
Box-Result. Read "no commit" as "not published", not "not run". - Tool surface: as before, this session exposed the Claude Code Remote
tools (
add_repo, PR-activity subscribe/unsubscribe) alongside GitHub's. I called none of them. No Gmail, Calendar, Drive or Docs tools were present.
